Can Delphi DX Seattle FMX run apps on IOS 8 and IOS 9 in the same .IPA file with 9.1 SDK

Deploying to IOS 9 phones work fine
but we noticed that IOS 8 devices crash on startup, just after the splash screen

We have the following
XCode 7.1
with 9.1 SDK

We tested with a blank app that just had a label on it. No other code

is anyone else having this problem?
this is the crash report
